Requests for assessment rebates by a state entity must be submitted via the Council's Grants and Rebates Management System following the procedures outlined in the Council's  Policy Rules, and Procedures. 

The Grants Management System State Administrator's Guide provides step-by-step instructions on how to submit rebate requests and rebate final accounting reports. The Rebates Final Accounting Report Narrative is required for the final accounting report submission.
